    More frequent Torbay train service launched

    South Devon residents and visitors are being encouraged to try the train following the launch of more frequent services between Newton Abbot, Torre, Torquay and Paignton.

    Four extra services are now running each way between Newton Abbot and Paignton (also calling at Torre and Torquay), as well as a further two additional stopping services each way between Exeter St Davids and Paignton.

    The new timetable means that there are at least two trains per hour throughout most of the day. The new services will provide more connections at Newton Abbot with main line trains to and from Exeter, Plymouth, Bristol and London.

    The improved service is thanks to Citizens’ Rail – the EU Interreg IVB project to develop local and regional railways in the UK, France, Germany and the Netherlands. Along with the extra trains, the project will also see improvements made to stations on the Riviera Line between Paignton and Exeter, a major marketing campaign, work to involve the community in the line and a new officer employed at the Devon and Cornwall Rail Partnership to coordinate activities.

    Local partners in the project – which is 50% funded by the Interreg IVB programme – include Devon County Council, Torbay Council, First Great Western, Plymouth University and the Devon and Cornwall Rail Partnership.

    To celebrate the European involvement, on Monday 9th December, passengers between Newton Abbot and Paignton were treated to complimentary French, German and Dutch lunchtime snacks on board, including pains au raisins, German gingerbread and Dutch waffles (see photos from the goodie giveaway).

    Speaking on behalf of First Great Western, Bid Director Matthew Golton said:
    “First Great Western is committed to supporting the communities we serve, and delighted to be part of Citizens’ Rail. The additional services will make using the train much more attractive during the week, with fares providing good value when compared with the price of driving and parking.”

    Cllr Andrew Leadbetter, Devon County Council Cabinet Member for Economy and Growth, said:
    “The improved services are starting at the perfect time to boost local shops in the run-up to Christmas. Looking further ahead, as more and more people take the train we hope that services can continue to be developed to meet our aim of two trains an hour between Exeter and Paignton. Working in partnership is the best way to make this happen.”

    Torbay Council’s Executive Lead for Highways, Transport and Environment, Cllr Ray Hill, said:
    “We welcome this exciting step forward for Torbay’s railway, the Riviera Line. The additional services complement the work already undertaken between Torbay Council, Network Rail and First Great Western to improve the appearance of our stations. Having frequent and reliable public transport is vital to making Torbay an even better place to live, work and to come and visit.”

    Torbay MP Adrian Sanders said:
    “This is an important project for Torbay’s residents and visitors alike, and one which I was very pleased to help launch at the Houses of Parliament. It is excellent to see the additional trains about to begin, delivering a welcome boost to the local economy in the run-up to Christmas. As passenger numbers grow, I hope this can be the springboard for further improvements to the service in the years to come.”

    Transnationaler Masterclass Workshop

    Im Oktober 2013 sind Studierende aus allen Citizens’ Rail Projektpartnerregionen zu einem zweitägigen Workshop in Aachen sowie im niederländischen Heerlen zusammengekommen. Im Rahmen des Workshops haben die Studierenden wesentliche Projektinhalte kennengelernt, gemeinsam diskutiert und in Zusammenarbeit neue Ideen für das Projekt entwickelt.

    Während der zweitägigen Veranstaltung wurden die Bahnhöfe bzw. Haltepunkte Nuth auf niederländischer Seite sowie Aachen Eilendorf und Aachen West auf deutscher Seite besichtigt. Insgesamt haben 48 Studenten (von der Plymouth University, der University of Central Lancashire, der L’Ecole de Design Nantes Atlantique, der Hogeschool Zuyd und der RWTH Aachen University)) unterschiedlicher Disziplinen an dem Workshop teilgenommen. Demenstprechend setzte sich die Gruppe aus Studierenden der Fachrichtungen Geographie, Tourismus, Design sowie Bauingenieurwesen zusammen. Letztlich wurden vier transnationale und interdisziplinäre Kleingruppen gebildet, welche sich jeweils mit der Entwicklung einer Vision zur Verbesserung der Haltepunkte Nuth oder Eilendorf beschäftigten:

    Professor Martina Fromhold-Eisebith (RWTH Aachen University), der Mitbegründer der britischen Community Rail Bewegung Paul Salveson und Künstler Michel Huisman, verantwortlich für die spektakuläre Neugestaltung des “Maankwartier” um den Heerlener Bahnhof, hielten im Rahmen der Veranstaltung inspirierende Vorträge.

    Der Masterclass Workshop wurde von den Citizens’ Rail Partnern RWTH Aachen University, Stadt Aachen, Aachener Verkehrsverbund (AVV) und Parkstad Limburg organisiert.

    Burnley: Work begins on community station building

    Construction has begun on the state-of-the-art redevelopment of Burnley Manchester Road station, part funded by Citizens’ Rail.

    The new station building is scheduled to be completed in May 2014, and will provide improved facilities for passengers and a hub for the area’s Community Ambassadors, employed by Northern Rail with support from Citizens’ Rail, who engage hard-to-reach groups with their local rail services.

    The revamp is planned to coincide with the start of a new direct service to Manchester later in 2014, anticipated to significantly increase use of the station.

    Burnley Council Leader, Councillor Julie Cooper, said:

    “For some passengers, the train station can be the first impression they get of a town, and with the transformations underway in Burnley, with new schools, college and universities, it is important that visitors arriving, or passing through see the ‘new’ modern, changing Burnley.

    This is a vitally important project for Burnley’s future economic growth.”

    Studenten der RWTH Aachen haben im Rahmen einer Befragung eine starke öffentliche Unterstützung für einen neuen Haltepunkt in Richterich aufgedeckt . 80% der Befragten sprachen sich in diesem Zusammenhang für eine stärkere Beteiligung im Rahmen der Projektplanung aus.

    Insgesamt wurden im Juli 2013 660 Anwohner durch face-to -face- Interviews und einen Online-Fragebogenkonsultiert. Die Studenten stellten Fragen zum gewünschten Grad der Einbindung in das Projekt sowie zur Präferenz hinsichtlich der geplanten Nord- und Südvariante.

    Ergebnisse

    [icon size=”14px” color=”#D42053″ background=”#ffffff” radius=”0px” type=”icon-chevron-sign-right” spacing=”0px” /] 21 % sagten, sie würden den Haltepunkt nicht nutzen( aufgrund erwarteter Verspätungen im Bahnverkehr und Zufriedenheit mit der aktuellen Busanbindung).

    [icon size=”14px” color=”#D42053″ background=”#ffffff” radius=”0px” type=”icon-chevron-sign-right” spacing=”0px” /] Die Studentenfanden heraus, dass sich die jüngsten und ältesten Bewohner besonders stark auf bestehende öffentliche Verkehrsmittelund somit auf die Busanbindung verlassen.

    [icon size=”14px” color=”#D42053″ background=”#ffffff” radius=”0px” type=”icon-chevron-sign-right” spacing=”0px” /] Die höchsten Prioritäten hinsichtlich der Gestaltung des Haltepunktes geben die Befragten mit Fahrgastunterständen, guter Anbindung an das Bussystem sowie Aspekten der sozialen Sicherheit an.

    [icon size=”14px” color=”#D42053″ background=”#ffffff” radius=”0px” type=”icon-chevron-sign-right” spacing=”0px” /] Weitere Prioritäten umfassen Begrünung und Lärmschutz für die Anwohner.

    [icon size=”14px” color=”#D42053″ background=”#ffffff” radius=”0px” type=”icon-chevron-sign-right” spacing=”0px” /] Hinsichtlich der konkreten Ausgestaltung des Haltepunktes herrscht keine Einigkeit. Während 50% der Befragten einen schneller zu verwirklichenden Haltepunkt mit rudimentärer Ausstattung bevorzugen, spricht sich die andere Hälfte für einen besonders gut ausgestatteten Haltepunkt aus, dessen Umsetzung jedoch mehr Zeit in Anspruch nehmen würde.

    Citizens’ Rail launched at Houses of Parliament

    A new 9 million Euro EU project focusing on local and regional railways was launched at the Houses of Parliament in London on Monday 22 October 2012.

    Titled “Citizens’ Rail”, this EU INTERREG IVB NWE project includes partners from Britain, France, Germany and the Netherlands and will run until September 2015.

    The Partners are Plymouth University (Devon & Cornwall Rail Partnership) and Lancashire County Council in the UK, Conseil Régional des Pays de la Loire, France, Parkstad Limburg, Netherlands, Aachen City Council, Aachen Regional Transport Authority and Aachen University, Germany.

    As well as looking to develop and improve rail services and facilities, the partners will be working together to better engage communities with their local railway, including the planning of new and improved facilities and breathing new life into rundown or disused stations.

    There is a wealth of experience among the Partners and they will be sharing this in developing and taking forward the schemes that will form part of the overall project.

    Richard Burningham, manager of the Devon & Cornwall Rail Partnership, the Project’s Lead Partner said “This is a very exciting project. Local and regional rail services are important throughout north west Europe and there is much we can each learn from the approach and expertise of the others. I believe the demonstration projects will be real flagships with results that will benefit others in developing their local rail services.”

    The project will include corridor improvement plans on three routes, two in the UK and one in France.

    Exeter – Paignton in Devon, UK
    La Roche sur Yon – Bressuire – Saumur in Pays de la Loire, France
    Blackburn – Burnley – Manchester in Lancashire, UK (new service from 2014)

    These will include additional services, local marketing and publicity campaigns, small-scale station improvements and community involvement, through outreach, community forums and encouraging volunteers and station friends groups. Under the theme “Community Stations”, there will be a demonstration project in Burnley, Lancashire.
